Blackvue cameras have WiFi but its always off by default. You have to manually toggle it with a button and if nothing connects it turns back off.
Mine defaults to on and I have to turn it off. It also requires an absolutely terrible app that seems to get worse with every update .
If I’d known I wouldn’t have bought it and I don’t recommend Blackvue.
Viofo A119 is great, but front view only. Could just get two of them tho…
Don’t most of them record to just a microsd?

I use https://www.amazon.com/dp/B09TB83NR2?ref=emc_s_m_5_i_atc and I just don’t use the wifi, everything can be done on device or from a PC you plug the SD card into. I know you said you want it without wifi, but without more details I don’t know if “without wifi” is a necessity or if it just is fully functional without using “wifi” is sufficient for your needs. By default wifi is disabled while the camera has power to it and is recording, and its wifi enabled/disabled state can be changed in the menu to keep it off.
I know this is a privacy community but you don’t have to keep the details of your use case and your reasons for not wanting WiFi quite this private if you want useful responses.
Why do I have to explain why I don’t want WiFi built-in? What difference would it make exactly?
Let me put it another way. You are much more likely to get responses that fit your use case if you put in more than half a sentence worth of effort into describing what you need.

Anything that’s cheap and reliable, nothing over $200
