If you uninstall the app store, then you’re locking your phone into whatever state it’s in when you do that. Just turn off push notifications.
Edit: also I don’t see how this is related to privacy.
There’s a difference between App Store and Apple Store. The screenshot notification came from the Apple Store. You can remove it without harming iOS.

Not really, because you can just remove the Apple Store app and be done with it.
